Finally found the Domino Administrator Client

The Domino Administrator Client for version 8.5 is located in the Domino Designer download file C1SD8EN.exe along with the Lotus Notes client. Why it is there, I do not know, but all I know is that I am now able to use the Domino Administrator Client.
